What began as a pilot to validate the FREELANCER training curriculum with 120 participants has grown into one of the project’s most remarkable achievements: by the end of the implementation phase, the FREELANCER partnership had reached almost 700 learners and trainers across Europe. This overwhelming response underscores both the relevance of the content and the urgent demand for structured, accessible training for freelancers in the evolving digital economy. The piloting activity was carried out in all partner countries — Italy, Spain, Estonia, Croatia — through local testing events, online sessions, and blended workshops. Each participant explored the nine multilingual modules available on the FREELANCER Digital OER Platform, designed to build practical competences for self-employment, digital transformation, and entrepreneurial growth. The feedback received from participants paints a clear picture: the FREELANCER training works. Learners praised its clarity, practical orientation, and balanced length, describing it as “easy to follow,” “up-to-date,” and “a useful tool for exploring new career paths.” Many appreciated the integration of theory and practice, which allowed them to immediately apply the knowledge gained through exercises, case studies, and reflection tasks. From the trainers’ side, the response was equally positive. VET educators highlighted the user-friendly format, ready-made theory notes, and structured exercises that simplified implementation. Trainers described the materials as “interesting and very practical” and emphasized how well the content aligned with learners’ real-world needs. Across all piloting sites, partners observed a strong engagement level, particularly among job-seekers and aspiring freelancers exploring new ways of working in post-pandemic contexts. The modular and open-access design of the training made it adaptable to different profiles, age groups, and educational backgrounds — from recent graduates to mid-career professionals looking to update their digital and business skills. Beyond numbers, the piloting confirmed the impact and transferability of the FREELANCER model. The combination of research-based content, hands-on learning, and open access in five languages turned the curriculum into a flexible tool for individuals and institutions alike. The successful validation phase positions FREELANCER as a benchmark for future VET initiatives in self-employment and digital skills training — a clear example of how European cooperation can make learning inclusive, scalable, and impactful. 🌐 Explore the full curriculum and results: www.freelancer-training.eu/training.php

Following the in-depth mapping of challenges and opportunities in Europe’s freelance landscape, the FREELANCER partnership has translated the findings into a structured training curriculum, identifying the key competences, skills, and values needed for freelancers to succeed in a rapidly evolving labour market. This framework — the result of Work Package 2 (WP2) — offers a practical and pedagogical bridge between research and action. It defines the essential components of a competence-based curriculum to support freelancers, aspiring entrepreneurs, and VET providers in adapting to digital and market transformations. The Executive Matrix, developed through collaboration among partners in Italy, Spain, Estonia, Croatia, and at EU level, pinpoints five core training areas of interest: 1. Managing Projects Freelancers must combine creativity with structure. This area strengthens project planning, time management, and productivity, teaching how to set clear goals, manage resources, and deliver efficiently. Key competences include strategic foresight, responsibility, and efficiency — the foundation for professional reliability and client trust. 2. Managing Your Image Self-employment begins with visibility. This area focuses on personal branding, portfolio creation, and the ability to communicate one’s value authentically in a competitive marketplace. Learners explore how to design their professional offer, maintain credibility, and promote their services with authenticity, creativity, and self-awareness. 3. Managing Clients Freelancing thrives on relationships. This area covers communication, negotiation, and customer service, ensuring freelancers can manage client expectations, maintain satisfaction, and build long-term professional partnerships. The emphasis lies on empathy, reliability, and emotional intelligence, fostering lasting trust in professional interactions. 4. Managing Finances Economic sustainability is key to freelance success. This area equips learners with the fundamentals of business planning, budgeting, and financial forecasting, helping them set realistic goals and manage cash flow. It also fosters prudence, perseverance, and strategic thinking — crucial attitudes for navigating uncertainty and long-term growth. 5. Managing Yourself At the core of freelancing lies personal balance. This area helps professionals develop a freelancer mindset, strengthen self-efficacy, and master stress management and self-care. Beyond skills, it encourages resilience, adaptability, and commitment to personal well-being — essential traits for thriving independently in the digital era. Each area is built on a holistic triad of knowledge, skills, and mindset, supported by shared European values such as responsibility, authenticity, creativity, reliability, prudence, and self-maintenance. The framework goes beyond traditional training: it shapes personal and professional identity, preparing freelancers to be both skilled workers and autonomous innovators. The competence matrix serves as the conceptual backbone for the training modules hosted on the FREELANCER Digital OER Platform, where learners can access multilingual resources, exercises, and guidelines — all available freely and openly to individuals and institutions across Europe. 🌐 Explore the competence framework and learning areas: www.freelancer-training.eu/training.php With this foundation, FREELANCER turns research into action — ensuring that every freelancer, regardless of background, can build a resilient, confident, and sustainable professional path in Europe’s digital future.

The foundation of the FREELANCER project lies in a deep understanding of the dynamics shaping self-employment and digital work across Europe. As the first step in the project’s implementation, Work Package 2 – Mapping and Stock Taking of Entrepreneurship Challenges for Freelancers set out to analyse the evolving freelance landscape, identify gaps in skills and support, and lay the groundwork for targeted training interventions. Conducted across Italy, Estonia, Croatia, and Spain, alongside a comprehensive EU-level analysis, the study explored both quantitative and qualitative dimensions of freelancing. It examined how the digital transformation, socio-economic changes, and post-pandemic realities have reshaped opportunities and challenges for self-employed professionals. The results confirm that freelancing has become a cornerstone of the modern European economy, engaging more than 25 million professionals. Freelancers are increasingly seen as drivers of innovation, flexibility, and competitiveness, providing specialized services to businesses across diverse sectors. However, the mapping highlights several recurring challenges: income instability, lack of social protection, gender disparities, skills mismatches, and limited access to training and support ecosystems The EU overview found that while freelancing brings new opportunities for autonomy and creativity, it also exposes workers to volatility and regulatory uncertainty. National reports provide additional depth: • Italy shows a rapidly growing freelance sector, particularly post-pandemic, yet affected by regional disparities and persistent gender gaps. The report calls for targeted training in business management, marketing, and entrepreneurial mindset development to strengthen self-employment capacity. • Estonia presents a digital-forward but still uneven landscape, with freelancers facing income instability and social protection gaps. However, it stands out for its high adaptability and a culture open to innovation, offering a strong base for future digital entrepreneurship. • Croatia has witnessed a 12.8% increase in self-employment since 2019, with the freelance sector expanding rapidly in creative and IT industries. Still, freelancers face significant income disparities and a lack of structured training and credit access. • Spain, one of the most dynamic ecosystems, links the growth of freelancing to flexibility and autonomy, but highlights the need for financial literacy, project management, and digital marketing skills to ensure sustainability and competitiveness. These findings underline a common message across all countries: freelancers are a growing and essential workforce, yet their potential is constrained by structural gaps in training, regulation, and support. By consolidating these insights, the FREELANCER mapping provides strategic guidance for policymakers, VET providers, and training institutions to align their efforts with the real needs of the self-employed. The results directly inform the project’s training design, ensuring that all materials and resources on the FREELANCER Digital OER Platform respond to the realities of the European freelance economy. The complete mapping reports, together with country snapshots and the EU summary, are freely available on the project’s platform: 🌐 www.freelancer-training.eu/mapping.php By analysing where freelancers stand today, FREELANCER lays the foundation for a more skilled, resilient, and future-ready European freelance community.

In an increasingly digital and rapidly changing economy, freelancers and self-employed professionals are playing a growing role in shaping Europe’s labour market. Yet, this dynamic group often faces significant challenges — from adapting to new digital tools and remote work structures to managing fluctuating workloads and ensuring continuous professional development. The FREELANCER project, co-financed by the Erasmus+ Programme of the European Union, was created to respond to these evolving realities by promoting innovation, employability, and lifelong learning across Europe. Launched with a clear mission to bridge the skills gap and empower individuals to thrive in the digital age, FREELANCER provides training and tools tailored to the needs of freelancers, job-seekers, and entrepreneurs-to-be. The project’s ambition is to help individuals not only enter or re-enter the labour market but to do so with the confidence, digital readiness, and entrepreneurial mindset needed to succeed sustainably in self-employment. The implementation of FREELANCER follows a coherent sequence of actions: 1. Mapping and identifying skill gaps related to digital and entrepreneurial readiness for self-employment. 2. Designing innovative, multilingual training materials that respond to real market needs. 3. Developing a Digital Open Educational Resources (OER) Platform that makes all training materials freely available to learners, trainers, and VET institutions. 4. Testing and validating the resources with at least 120 participants across partner countries, ensuring real-world usability and impact. Beyond its direct training results, FREELANCER also contributes to a broader European effort to modernise VET systems. By aligning vocational education and training with the realities of a post-pandemic, digital-first economy, the project enhances the flexibility and responsiveness of learning systems and promotes open, inclusive access to upskilling opportunities. Its multilingual nature — with all outputs available in five languages — ensures that professionals and institutions across the EU can benefit equally. The project is the result of a strong and complementary consortium: • Smartwork (Estonia) – promoting smart and contemporary work practices; • IDP SAS (Italy) – EU project management and training expertise; • Institut de Haute Formation aux Politiques Communautaires – IHF (Belgium) – policy, education, and dissemination know-how; • Internet Web Solutions – IWS (Spain) – IT development and digital learning; • PARE (Estonia) – human resources and professional growth network; • University of Dubrovnik (Croatia) – higher education and research excellence. Together, the partners have created a European ecosystem of learning and cooperation that supports freelancers in adapting to new professional paradigms, while simultaneously offering VET stakeholders practical tools to modernise their training offer. As the project concludes, FREELANCER stands as a concrete example of how European collaboration can transform challenges into opportunities, bridging education, technology, and employability in a single framework. All project outputs — including the Mapping Report, Training Modules, and the Digital OER Platform — are freely accessible and available in multiple languages on the project website: 🌐 www.freelancer-training.eu FREELANCER contributes to a Europe where individuals have the skills and confidence to design their own professional futures — empowered, connected, and ready for what comes next.
